Doctor Who Tardis Cookie Jar with Light & Sound Effects New

The Tardis has never been removed from the cardboard sleeve and has never been used as a cookie jar. The light and sound don't work but I think this is because the batteries are dead. When I went to change the batteries, I noticed that there is a piece of cardboard covering the battery case with twist-ties. I didn't want to undo the twist ties, so I haven't tried replacing the batteries.
